Reducing Demurrage and Detention is Our Priority – Shippers’ Authority

Ghana Shippers' Authority (GSA) is focusing on reducing demurrage and detention (D&D) payments at ports to address the long-standing issue. The GSA is committed to educating importers on evading D&D payments and aims to achieve positive outcomes. Demurrage and detention fees are imposed by shipping companies when cargo containers are held for extended periods beyond agreed time frames. The GSA's data shows a decrease in estimated D&D payments from USD 76 million in 2017 to USD 27 million in 2019, and a further drop to USD 19 million in 2021. The GSA, Customs Division of the Ghana Revenue Authority, and shipping lines are urged to establish favorable working conditions and use digital platforms to streamline processes.
